Will Sametime work in Saudi Arabia?

Hi there, My company, based in the UK, is just starting up a new office in Saudi Arabia and Oman. My colleague heard that any form of instant messaging is banned in the UAE so my question is will Sametime work in Saudi Arabia, or is it restricted? Anyone got it working either in any part of the UAE or in fact the Middle East?
