Hello, I have to reinstall a Sametime server 11.6 "Limited Use" (I don't have Docker available). I will install all components (MongoDB, Community, Proxy) in the same box because company is very very small.
Is it Rocky Linux 9 ok or do I have to use Rocky 8?

As per checking the System Requirements:
HCL Sametime® 11.6 System Requirements (hcltechsw.com)
The supported OS versions seem to be RHEL 8.0 - 8.3
I'm running as you, all in a single box. When I installed it, I did on RHEL 8.2. I'm currently running 8.7 and everything is running pretty fine.
I'm planning to perform an OS in-place upgrade to 9 within the next month. I could update you by then.
But, my guess is that it might run, but if anything arises, HCL might say it is running under an unsupported OS.
CentOS, Alpine, Rocky, even Or... are all based on RHEL, so, it should run, but may be considered unsupported OSes by HCL.

I would recommend you upgrade to ST 12.0.2 Limited Use. Installing Docker on a recent RHEL based distro shouldn't take more than 5 minutes.
If you stick with the old ST 11.6 release, it means you have more work to do, your endusers are missing on important chat features and you won't get the new web admin UI incl. the monitoring dashboard.
