An update from IBM works for me except be warned that all documents appear in the new database as unread.
Make a new copy of the database.
File>Application>New Copy , then in the “Specify What to Copy” check the ‘Application design only’.
TEST
If the miniview has reappeared, do the same but leave the ‘Application design and documents’ checked, allow the new database to be created and test again.
If all works, use this new copy of the database as the mailfile.
Running 8.5.1 Standard client.Mailfile is ODS 51 at 8.5 template.
When mailfile is opened from home server, miniview was missing, but when opened replica on another server, miniview was displayed. Deleted replica on home server, and recreated from another replica. Miniview still not displayed.
Just by chance, I opened the mail file in the Composite Application Editor, closed without saving. The miniview is now displayed for the mailfile on the home server.

Just so you know you are not alone, I too am experiencing this issue with Lotus Notes 8.5.1 FP1.
I have raised a PMR with IBM.
I have confirmed that if I take the ID file to another PC with the 8.5 client, I do not experience the problem i.e. I can correctly see the Follow up mini view while viewing the Inbox.
Advice to date from IBM has been (Note: this has not resolved my issues):
With the server down, open a Command Prompt window.
Change directory to the Program directory.
then run
ncompact -D mailfilepath\mailfilename.nsf
nupdall -R mailfilepath\mailfilename.nsf
Then bring the server back up and open your Notes Client and retry.
I can drag the bottom frame of the mail file. But a blank blue screen appears when i drag. And there is a small icon at the top left in the bottom frame, when i double-click that icon it maximizes and covers the entire window(except the sidebar).
