What's the easiest way to allow an employee to send emails on behalf of other employees?

We have a situation where 3 employees build and send reports to our clients. When clients have project related questions, they reply to the report builder who doesn't know anything about the project. Ideally, we'd like to be able to allow the 3 employees to send the reports on behalf of the project lead (there are roughly 20 of them) that was in charge of the project. This way, the client can reply to the correct person with their questions.

What is the best way to accomplish this?

I'm not sure I understand. We are running Domino & Notes 12.0.2FP1.
I do see the options as shown in the link you provided, however, how do I tell the server that BOB can send on behalf of these specific 20 users? Do I have to make a mail in database for these users? If so, I would think the server wouldn't like Jill having her own person doc and a mail-in database doc with the same information. I must be missing something here.

but no one appears in the drop down list for me to perform the Request Access.

So User A send the report and you would like replies to be sent to user B, right?

User A can modify the replyto to be user B (in a mail click on 'Delivery Option...' > Advanced Tab > field replyto.

Stationary can be defined (by the user to already have this option on.

You can use the feature "Mail access and delegation" where you can let specified people open your mail, calendar, to do, or contact entries.

You can also let people send, edit (including adding a follow-up flag), and delete messages, create and delete calendar entries, and create and delete to do items for you.
