I am not sure if I understand your question. Screenshot png1.png shows cwa.war file in stopped state. Do you mean that you don't find it in the list anymore when your custom workflow plugin is newly deployed and started? What happens, when you deploy and start the application and when you then check the list? Do you also see the problem when you redeployed it and when you restarted the Portal Server then at all? Your custom war file should be in state started in the WAS admin-console, before checking it.
