can anyone advise me how does notes cater for v5 upgrade to v7? is there an upgrade package or a totally new installation?

If you are making the leap to 7 to should use the full install. There isn’t an upgrade package from v5 to v7. It will upgrade your 5 install, but READ THE DOCUMENTATION. There are some gotchas. I upgraded a v5 installation once and it blew up some agents and we had to move to DECS.
