Is it possible to upgrade 7.0.3 to 8.5 without upgrading to 8.0.2 first?

We wanted to do this but could NOT get it to work. We had to upgrade to 8.0.2 first. At least for some machines I forget exactly.
I was shocked when I was told about the problem from my administrators… I didn’t really dig into myself being more of a developer. But they assured me that they couldn’t get it to work…
I don’t know if it was all cases. It might have had to do with how 7 was installed. All Users vs. Multi users where the data is stored in “Documents and Settings”…
