Upgrade 6.5 to 8 on New Server

We have several users still on an iSeries. We want to retire the iSeries server and move the users to a windows server. The iSeries is on 6.5.4 and we cannot upgrade it to 8.x. What is the best path to take. Should we install 6.5.4 on a windows server, move everything from the iSeries to the 6.5.4 windows box, then upgrade the windows box to 8? Any suggestions would be appreciated. Thanks. Bob
