Unable to send outbound mail to other domains

Hi, I set up a instance of a Domino server on the IBM SmartCloud. I can connect to it fine with my Notes 8.5.3 client but I am only able to send outbound mail to gmail address but not to anywhere else. I know this may be Domino SMTP configuration 101 but I looked at some help documentation but it did not work. Can someone help me configure my Domino server messaging configuration so I can send outbound internet mail?
