Unable to open a local database in designer

I made a copy of a notes database(.nsf) locally. It is copying database design only with ACL checked. But I am not able to open the local copy in designer.

I have manager access to the original database.

why?

How to check if the dB design is hidden. I double-checked the database property but I didn’t see any special set up.
