Will disabling any Notes Client features (through notes.ini settings or otherwise) actually allow for any performance improvements, or is that wishfull thinking?

wishful thinking. You can disable “check subscriptions” but other than that, you need to upgrade your computer, or just use the web browser.
Oh wait, add DISABLESLOWNOTESCODE=1 to your ini.

but mostly what they do is remove some features from being enabled on the interface.
