Subject: Symantec mail Security does not release email
I had a similar issue but in different circumstances – whenever I would keep the SAV DOM server settings doc in edit mode for a longer duration (to add spam keywords) - it would bomb out all the mail.box’s - server reboot would fix it.
Now I try to avoid adding too many words at one go, and seems to behave better.
Our vendor also suggested upgrade and now I have the same version as yours.
During this time I did a bit of research on Symantec’s web site I found some info - hope it helps you:
1- Troubleshooting dead mail in a Symantec antivirus product for Lotus Domino (search for Document ID: 2002101513411954 on symantec web site or google)

Situation:
This page is the best practices for running a Symantec Corporate Edition product and a Symantec Domino product on the same Domino server.
One of the following antivirus versions is installed:
–Symantec AntiVirus Corporate Edition 9.0
–Symantec AntiVirus Corporate Edition 8.0
–Symantec AntiVirus Corporate Edition 10.0
–Norton AntiVirus Corporate Edition 7.0
One of the following versions of Symantec Domino product is also installed:
–Symantec Mail Security 4.0 for Domino
–Symantec Mail Security 5.x for Domino
–Symantec AntiVirus/Filtering 3.x for Domino on Windows NT/2000
Solution:
Do the following when a Symantec corporate edition product is running on the same computer as a Symantec Domino product:
· Make sure the corporate edition service loads before the Symantec Domino product task.
· Make sure the File System Realtime Protection does not scan the TEMP folder used by the Symantec Domino product.
