NNem.dll comes from the Symantec Antivirus for Lotus Notes install. It’s associated with the NNTask that runs on the server and a EXTMGR_ADDINS=NNEM.dll that was NOT added to the Notes.ini file
Subject: Symantec Mail Security 5.1.3.29 for Domino
Just curious, Have you tried to contact Symantec support about your issue?
Got any reply?
No offense,
because we are also using SMS for Domino, and when we have problem with the Anti Spam plugin for Domino, both our vendor and Symantec washed their hands.

Hi Ivan,While our support would be happy to help with issues regarding SMS for Domino, the Spam plugin for the mail template is not part of the core SMS for Domino product. This might have led to a bit of a “dead end” depending on your problem. If you could detail what was happening I might be able to provide insight as to their responses.
Currently the Spam Plug-in is provided for your convenience and while bug fixes are accepted for this component, enhancements are not. So if you were asking for a new feature in the Spam Plug-in, they might have had no choice but to respond in the negative.
If you have any enhancement requests for Mail Security for Domino, I would be happy to consider them for future releases. Please feel free to e-mail me directly.

Hi Ivan,My apologies! I thought my e-mail address was in my public profile. I’m updating to correct that oversight.
We’re aware of the issue with R5, but unfortunately we’ve not supported R5 since the offical withdrawal of support by Lotus. Essentially, the Spam Foldering Agent is only supported for Domino 6 and higher at this time.
As with all of our products, if you make any modifications to our templates or agents, it does make it difficult if not impossible to determine root cause without returning your SMS for Domino (or Spam Foldering Agent, as it’s a separate product) installation to a clean installation state. If technical support determines that any component has been modified, they will normally require that the problem be reproduced on unaltered installations of our products. Unfortunately, due to R5 being an unsupported platform, this procedure would not be applicable in this case.
I apologize for your long wait on the support lines, and while I’m not technical support, I can answer any -non-troubleshooting- product questions you may have. My e-mail address should now be available in my profile. Please feel free to e-mail me directly with any general questions, I’ll be happy to answer any that I can!

Antony,
To add to John’s questions, SMS for Domino when performing a re-install, will change the order of your notes.ini items to place our service first in the load order. If the installation process is interrupted or fails for some reason, this could result in the problem you are seeing. In any case, it sounds possible that you have an incomplete installation. It would be recommended to remove and re-install the product. Please open a ticket with support if this does not correct the problem. If you continue to have issues, please let us know directly and we’ll help!
