Issue: All user-defined mail rules have stopped executing. Emails are being delivered to users' inboxes without triggering the rules.
Affected Users: All users in the environment.
Recent Changes: There have been no recent changes to the server configuration or the Notes.ini file.
Domino Version: HCL Domino 10
Steps I’ve Tried:
Verified that the mail rules are enabled in the users' mail databases.
I got this message while testing with a test user: One rule is present, but the error 'Router: Maximum number of user mail rules exceeded for Test User Only the first 0 enabled rules will be executed. 1 not registered.
The MaxRulesPerPerson parameter is not present in the Notes.ini file, but I have added the parameter to increase the number of rules.
Enabled the debug parameter but did not find any error:
There is an issue reported on December 13 2024, via SPR # BRISDBWRXJ for all domino server versions that mail routing is impacted on restarting the domino server. Also, mail rules were not working. The KB article has also been published.

Domino server version 10 is already out of support. Hence, we request you upgrade the Domino server to a supported version and then apply the interim fix on top of the fix pack mentioned in the above article to resolve this issue.
Hi guys, I have the same issue on Domino 14 FP3 HF9
AND BEFORE ANYONE STARTS TALKTING ABOUT A KNOWN MAIL ROUTING ISSUE - this is not the case!
It is about rules defined in user mail database. Like IF subject contains "Invoice" MOVE it to the folder "BILLS".
In fact also rules on the server level are not working now.
It was working all fine until last year, then different users started to complain. I have at about 150 users who has to run rules manually. The rest of them is not using rules or has no problems yet.

This is NOT Mail Routing but MAIL RULES. A per my post above the issue arose AFTER upgrading from 11.0.1FP9F15 to 14.0FP4 Both versions are post the critical fix! And @Martin KRIVY has the issue on the 14 FP3 HF9 also post Critical fix.
We upgraded from Domino 11.0.1FP9F15 to 14.0FP4. Users Mail Rules in their Mail databases have stopped working.
Mail rules were working on 11.0.1 FP9H15. Following the upgrade to Domino 14.0 FP4 the rules no longer trigger.
Mail is routed to the user’s mail database and can be found in the inboxes. But the specific rules applied to move the mail to selected folders are not working.
Please do not confuse this with the critical issue reported after Domino restart on 13th December.
