I have migrated a R4 Notes/Domino invironement to Notes/Domino ND6.
At the Admin-Help:
When you upgrade to a Global release of Domino and Notes, stronger cryptography will be used without a requirement to reissue existing IDs. These changes are seamless to users as well as administrators.
But what means upgrade to a Global release? Must I not recertify the cert.id and user.ids?

In release 4 ‘North America’ had a higher level of encryption than the rest of us ‘International’ people. I think it was somewhere mid release 5 that this was changed, and although the registration process still has a choice of the two, the encryption level is now ‘Global’. When you use an id with the release 6 client, it adds a new certificate to it for ‘Notes international encryption’ …have a look at this

A: In anticipation of the changes to the export law, Lotus has been including the larger keys since Release 3. Today, International IDs, which hold both a long key pair (630 bits) and a short key pair (512 bits), use the short key pair for encryption. Environments with Notes and Domino International software need only install the new “Global” release in order to exploit strong encryption, with no requirement to re-register IDs or recertify users.
The North American release utilizes the long key pairs for encryption. Currently, North American software running with an international ID will automatically negotiate down to a weaker crypto. By installing the new “Global” release, software changes are applied to ensure that stronger crypto can be recognized and used, without a requirement to reissue existing IDs. These changes are seamless to users as well as administrators.
