I have a user searching in his “All Documents” for documents that contain a certain word. Not all the documents that correspond come up in the search. The mail file is not indexed. I have tried rebuilding the views.

You gave yourself the answer: “The mail file is not indexed”.
Only by full-text indexing a database, can you be guaranteed that all documents, and the entire contents of all documents, will be included in the search results.
