Routing does not restart after extended IP outage

Have spent many hours looking through technotes and these forums with no solution.

Scenario:

MailTimeoutMinutes is set to 60 for all servers.

Server A is routing mail to Server B. Server B then goes down for more than 60 mins.

Mail is pending in Server A’s mailbox.

Server B then comes back up.

Pending mail in Server A’s mailbox (which has been in there less than 60 mins) does not route even though Server A can do a Trace to Server B confirming connectivity. Eventually pending mail fails with a DFR to user of ‘Delivery Time Expired’.

Restarting the Router causes all pending mail to route immediately.

Questions:

When Server B comes back up why can’t Server A route messages to it, there’s a connection after all confirmed by doing a Trace?

I’m guessing it’s got something to do with the ‘Routing Cost Bias Reset’ interval but only technotes regarding this refer to R4 and suggest changing it can cause other problems!

Is my 60 minute timeout conflicting with a routing reset interval perhaps?
