Redesign Workflow

Hi All,I have to redesign the workflow for form A. This will require to change the sequence of approval . I want to show the user both old document and new document using the same form A.

i can display or hide fields based on a cut of date . so that the sequence of workflow can be displayed according.

I want to know if there is another way to implement this change in sequence of approval.
