I have a Windows 2003 Terminal Server with English Windows + Swedish Language pack.
I then install Lotus Notes 6.5.4 Swedish on the server.
All programs on the server have swedish menues thanks to the windows language pack (Arkiv instead of File, Öppna instead of Open etc). But when I run Lotus I have English menues. If I check preferences → user preferences → International → General it all stands on Swedish.
