When accessing the person in the people document and trying to use a policy or the assign policy tool… the policies do not show up in the dialog box. They do show up in the Policies and Settings in the Domino Directory, but not in the areas mentioned above.Any help greatly appreciated.

Probably you have created an organisational policy instead of a explicit policy. With Org policies you cannot select them from a drop down list. They are applied to all in a certain org unit.
You can also create an effective policy => explicit + org policy.
