I have a hopefully easy question. Does anyone know if it is possible to specify a policy and policy setting document for only one server in a Domain? Or would I have to specify it the policy setting document on all the users person docs in the NAB that are on this one particular server?

Your question makes no sense to me, because policies don’t apply to servers; they apply to users.
Perhaps your question is whether there’s a one-step way to apply policies to all the users who have the same home server. If so, then the answer is No. If all of those users were in one group, you could assign the policy to that group – but that would probably make you assume that anyone you added to that group in the future would automatically have the policy applied to them at that point, and since that’s not the case, you’d be confused. If, however, all the users on each home server are in the same OU, you can create an organizational policy for that OU, and that will automatically apply to all users currently and in future under that OU.
