Out of office doesn't show on Actions-Tools if the user is only Editor on his maildb's ACL

What can I do? Our users are set to be Editor (with delete) of their mail dbs but then if they’re not Managers they can’t access the Out of Office feature under Actions → Tools or by the Tools button on their mail dbs. The mail db owners are correctly spelled and everything, can it be something with the mail server? If so, what can it be and where do I look? Thanks.

Thanks Gregg, I’ve checked everything on the technotes and we still have the problem.
