Are there any plans for Oracle 19c support for HCL Portal and HCL Connections?
HCL DX Portal 9.5 already supports 12.x Oracle (https://support.hcltechsw.com/sys_attachment.do?sys_id=bcb642a11b34c05883cb86e9cd4bcb8f). Which specific version were you looking for support of this older Oracle DB?
As Alex notes HCL DX has tested with and published support for Oracle 12.0.2.2 and RDS for Oracle 12.0.2.1 and higher. According to Oracle these versions are equivalent: https://oracle-base.com/blog/2019/01/19/oracle-19c-released-how-does-that-make-you-feel/. If you have questions about the particular version of Oracle you are using with HCL DX 8.5 and higher, you're encouraged to contact HCL Customer support and discuss if you will be supported with the version you are/will be using.

Oracle tends to jump quickly with their support levels. From a functional point of view, there is no reason why 11 should have any problem. Portal development tends to "support" the explicit levels we have tested with. We tend to always test the latest level.
To get support for a version not specifically listed, you'd need to have a conversation with our support management team and request this deviation.

it seems as if Oracle 19c is essentially the same thing as Oracle 12c (12.2x).....see also this 3rd party link...

I would recommend you double check with Oracle to get confirmation.
