Notes 8.5.1 install on Citrix not finding correct notes.ini

We’ve used the new 8.5.1 command line install for multiuser Citrix installation with a scripted setup (using clientcfg.txt and a modified notes.ini) and, particularly with roaming users, are picking up the wrong user details on the first launch of Notes, but when we restart Notes it picks up the correct user details. Here’s the example:

A user logs into his Citrix session and launches Notes for the first time. He’s an upgraded user so his old data files have been copied into the new data directory for 8.5.1 and because we’ve moved from single user 8.5 to multiuser 8.5.1 have modified the settings in notes.ini and added user specific settings. We’ve added c:.…\notes.exe =H:\lotus\notes\data\notes.ini (it’s a Basic client installation on the Citrix server so no “-sa” switch required) to the Notes shortcut to try to force the launch to the correct notes.ini file. But even with pointing to notes.ini the immediate issue that occurs is that Fred is prompted for Location, which includes “Online” “Offline” etc, yet he’s come from earlier versions which don’t contain those Locations so he still uses “Office (Network)” - which isn’t an option. He selects “Online” to get the client to launch and somehow picks up a totally different user’s names.nsf and mail file! The mail file is set to the other user in notes.ini. Even if we set the Location in notes.ini to the Office Location as per his old notes.ini it gets overwritten with “Online” and if he clicks the “Mail” bookmark it opens the other user’s mail database (or tries to if he doesn’t have ACL access). In the meantime, he’s being prompted to overwrite the roaming files copied into the new data directory from his old data directory, and the roaming files are replicating in the background. The Notes client freezes for one to several minutes as the background processes run. If we open names.nsf it has the wrong Locations (Online, Offline, etc) and none of his contacts.

Restarting Notes ‘mysteriously’ sets everything to the correct user, locations, mail file, address book, etc.

The thing is, we tested for a couple of weeks on an isolated Citrix server and everything worked fine, we only encountered this problem after rolling it out into production across all the Citrix servers. We tested successfully after the upgrade yesterday using selected test users, then opened things up to the rest of the company and started getting complaints today. As I type this there’s a team behind me rolling everything back to 8.5 single user installs as we cannot identify how on earth the initial startup is coming up with the wrong user. And before you ask, yes, we’ve searched each server for rogue notes.ini files and checked the registries to confirm that the correct multiuser install, user data and shared data directories have been configured. Not a fun Sunday. Any suggestions or solutions gratefully received.
