Why is it necessary (or recommended) to run the Design task every night at 1 AM? If templates don’t change is there something else that is accomplished by this task?

Hi,
The design task is not really necessary, but recommended.
Refreshing the design fix possible future problems, like a corrupted view, or a form getting any change, and so on.
If you disable the nightly design refresh you will see no problem in normal days.

I remove it from servertasksat1 and instead use a program document to run it weekly. This should be more than adequate

You can add a program in your DD view, SERVER - PROGRAMS like the picture:
This program will run schedule on sundays 4AM.
