New user -- Replication disabled on mail file

We have started upgrading our clients to 7.0.2. When I create a new user, replication is disabled on the mail file by default. Even if I enable replication, when I try to replicate the local replica, it still says replication is disabled for the mail file when it is not.Anyone run into this problem and know why replication is disabled by default?

when I register a new user I don’t have the ‘create mail file in background’ checked.

Never mind…I was testing something a while back and had disabled replication on the mail template…Duh!!
