New User is restricted from sending mail through domino server

After creating 3 new users on my Domino server, when one of them (the last one) tries to send mail to the internet, message dies in the servers mail box with error message:

Router: User/Domain is restricted from sending mail through server Domino/Domain.

All other users new and old send and receive OK.

No changes have been made to the server configuration documents prior to user creation.

there are no restrictions in the SMTP outbound fields.

Any suggestions?

Subject: New User is restricted from sending mail through domino server

It may be something as simple as checking their Internet email address in both the Person doc and in their location doc. There may be a typo which is causing the server to think this person is trying to do a realy.
