Create a Folder or update the design of the Folder and Check the Flag - Evaluate Actions for Every document Change - in the 2nd Tab in Folder Properties.
Close and exit to the client\
Create a NEW Folder and Inherit design from the above Folder, open the new folder in designer and check the fore mentioned flag, it will be BLANK.
Using the Menu action Actions\Folder\Upgrade Folder Design, does FIX the problem.
