As expected, IBM doesn’t have any tool to migrate from .NSF to .PST/Office 365.
It is possible to found many tools on the Google to convert NSF to PST.
As a possible workaround you should configure the .NSF user account on POP3/IMAP client to generate a local .PST.
To have any additional step or a possible tool, you would be to contact Microsoft support regarding this issue.
