Max message size to match

I want to restrict user, not allow them to send smtp outbound message which size is larger than 5MB. I have setup configuration document - smtp (outbound) - restriction - max message size to 5000KB. However, I found that some of the msg which size is around 4.2MB is unable to be sent. Why? How to set the size of the max message size field value?

To set Max message size do the following:-1)Open Domino ADministrator. Go to Configuration tab–>Messaging–>Configuration–>Restrictions–>Maximum message size–>set it to 5072KB. Pls note that 5000KB amounts to around 4.8MB.
