The way it is designed, PAB not only have the contacts & groups, but also location documents - that is why PAB (names.nsf) is never encrypted otherwise notes would fail to launch.

Do a search of the help for Location Documents and you will get more info on them. The location Documents work in conjunction with the Connection documents so that if I select my Office Location then Notes knows where to find a server using its local IP address. If I am remote and using a Dial-up account and I switch to the Dial-up location Notes now knows to connect to a different server and ask for a pass through connection.
I have a different location document that I select when I am at a clients site that then points to a different set of connection documents and forces a login to a different ID file.
Without the Location and connection documents you are dead in the water. The client side Connection Documents are totally different from the Server Side Connection Documents.
