Links broken for Download Lotus® Domino® Designer 8.5.1 Download?

From the Download: IBM Lotus Domino Designer page (IBM Products)

I have been unable to Download the Designer.

The “Offering” box is empty. When I click continue I get the error message code: 136e

I had download a other components and trial software using this same process. It appears to be a problem with the reference on the website?
