Is it in any way possible to restrict the use of the “Expand all”-button for a view, or restrict a view to show unexpandable categories (Embedded view is not an option)

No. But if you say more about what you’re trying to do, it might be that someone can suggest a better way.
If the users are supposed to see the categories but not any documents at all, ever, you could use readers fields and set the view to not hide empty categories. Then it doesn’t matter if they expand them.
