Is there a way to keep the sametime client undocked permanently from the bar in the client? It seems I have to go in each time I restart and undock the application. Maybe a notes.ini setting?Thanks

I have not found a way to do this myself. However, I would say that in order to do this, you would need to use the ST Connect client.
This is the standalone client for Sametime. Unfortunately it also has a licencing cost.
