KB931836 / KB928388 - anyone know the difference?

Microsoft recently released a new version of the OS patch for the DST change. One part of our company has already rolled out KB928388 2 weeks ago with no known issues to date. Another location recently began deploying KB931836 and had to back it out shortly there after because of some issue they experienced with Notes and IIS. I don’t have the IIS details but in Notes many users opened existing e-mails which were blank when opened and other experienced what is described here: http://www-1.ibm.com/support/docview.wss?rs=899&uid=swg21254026

Surprisingly, this was experienced with the new patch and not with the old patch. Does anyone know the difference between the new patch and the old. Has anyone else had any similar side effects with either the old or new version? Please share.

I did a google search earlier and found that too but it does not answer my question - what is the difference between the 2 patches? You would think Microsoft would have a detailed explanation, no?

looks like a bunch of other time zones jumped on the band wagon as well and this update addresses those as well.
