Is there any way to setup interval for MANUAL client-sevrer replication?

Ok, I think I know the answer (NO) from searching around, but I just want to make sure.

Does anyone know if an administrator can limit (via time interval) clients ability to invoke MANUAL (not scheduled) replication with server? Thanks in advance…
