Is there a way to get rid of the black bar above the window tabs?

I actually wish I could get

  • the black extra “shortcut bar” to … merge with the toolbar or disappear.
  • the toolbar icons to be small, like in Notes 8.5. They’re popping up rather large for me. I know this is the exact reverse of what others have complained about – hm, might they describe how they fixed it, maybe I could reverse-engineer the “tiny toolbar”?
