Is Lotus Notes Client v10 and HCL Notes Client v11 free?

Hello team,

Will anyone be able to advise, whether the IBM Notes client v10 and HCL Notes client v11 is free and available for download on the internet without a PPA account? I just need a copy of the Notes client for email import/export tool evaluation and development purpose.
