Is it possible to Hide an Action with SubActions

I have an Action with 3 SubActions (used in a Form and Views). I want to hide the entire action set from a certain group of users. I can create hide-when formulas for the SubActions - but the ‘parent’ action doesn’t have the “action hide-when” tab. I could create separate buttons for each action - but would rather have the action/subaction format. Does anyone know a work around for this?

I’m not certain it’s this way in 6.5, but when I try it, I find that the parent is automatically hidden if its sub-actions are hidden.
