Let me please confirm I understand your query.
Are you referring to, if there is an email, which recipient does not exist as a valid internal user in your Domino domain, instead of Router generate a NDR (sending an email back to sender), you want that original email to be sent to some specific mailbox?
If it is that, I guess that would be possible, but you would need to do some coding.
If considering only external emails, most Gateway solutions have the option to list valid recipients, and they have also the option to change recipient, so, in a Gateway solution, theoretically, you could create a rule/action where that email do not fall into the list of valid recipients, then change the recipient to one you assign your catch-all mailbox.
