Is inotes fully localized using .properties files?

Hello.

We localized the inotes templates (mail template v8.5 + Lotus inotes commons + Lotus inotes extension ) using Domino Global Workbench and changing the .properties files for our language (eu - basque).

Now we are planning to move the version 9.

Question :

Is the new template of the mail template fully using the .properites fil (as you would expect from a java program) or do we still have to integrate language in design element trought all the mail template ?

The second option is very limitative when you want to localized in a language that is NOT in the oficial IBM supported language.
