i’m writing a spam filter for lotus notes. Just like to find out if anyone knows whether there’s a way to know when a new mail has arrived? Is there function in the C/C++ APIs which will allow me to get a notification of new mail arriving?

Dumb question - why? You can use the Blacklist feature of R6, some server based mail rules, and those are free. You can also use one of a multitude of commercial programs or services to do the same thing, such as:Symantec:
