The error message “ID in vault has download count of zero” is of cause technically correct, but I think an end user may ask for a klingon to english dictionary for that ;-)I suggest a more descriptive message like “Your are not allowed to download the ID one more time from the vault. Please contact your administrator or helpdesk.”

After the dialog “ID in vault has download count of zero” is the Login dialog presented.
But instead of risking the same error again, after the dialog “ID in vault has download count of zero” the dialog “Choose User ID to Switch To” or the dialog “Options - You cannot log in using the supplied User ID file, smartcard or password.” should be presented.
