As an example, I choose the product Lotus Domino and then search for uniform access control or uniform The first search returns 0 documents, while the second search returns 4000+ documents, but I cannot see any of the documents?

I ran the same search as you, got 156 hits, and was able to see all of them. However, even though I limited the search, I limited it even more by adding “NOT redbook” as well, and got down to about 60 (+/-) hits.
