How to limit Helodesk user rights

Hi,

We’d like to allow our Helpdesk members to change the quota values but nothing else on the server.

I’ve tried to put them in Database administrators but they gain access to ACL and many other things.

Is there a way to limit them to that task (change and remove quotas)

It should be possible to create an agent that sets the quota and let the helpdesk run the agent as another user (someone that has the admin rights).
