I have a user who works with a Fujitsu STYLISTIC Q7311 tablet computer. When she works with the attached keyboard, HCL Notes works correctly. Howver, when instead of using the keyboard, she uses the touchscreen, scrolling in the Notes Client does not function correctly.

The Q7311 supports a Wacom AES pen [Wacom Digitizer for pen (AES) input plus capacitive 10 finger multi-touch screen] — scrolling with the pen may provide better control than using touch.
Review Windows Settings → Touch / Pen & Windows Ink and adjust gesture or sensitivity settings if available.
Update or reinstall touch/HID drivers for the Q7311 using the latest versions provided by Fujitsu.
If suitable for your environment, consider using HCL Nomad or the web-based HCL Verse, which are more optimized for touch interactions.
