we have built a Domino server and mail flows into the notes mailboxes from external domains. the issue we have is if you send a mail from Inotes or a notes client to an external domain it is never received
in the domino logs we see below any ideas what im missing to get mail flowing from notes to external domains, ive done the obvious and check the domino server has internet and can from a CMD prompt connect to an external domain via type MX

Can you increase the verbosity of logging to get more detail? Configuration Settings document, Router/SMTP tab, Advanced tab, Controls tab. Logging Level field. Change to Informational or Verbose. Save, close. Replicate with the mail server if needed. Run Tell Router Update Config command on the mail server. Then try to send again to the above domain and see if your log provides more detailed info.

There are a few things here, most of them not related to Domino itself.
- You mentioned you sent an email to gmail.com, but the log you shared show gmil.com (typo); with this, such email will never arrive to a gmail.com mailbox
- Note that such previous domain did receive your email
- You need to set up a public IP address in order to be able to send email; this can be done either at your Domino box or via a Firewall with a NAT
- The public IP used for sending out emails must have a valid PTR; this needs to be requested to your ISP.
- Ideally, your domain should have a valid SPF record including such public IP Address.
- Ideally, your outgoing mails should be DKIM-signed. (This is already available in Domino 12, so, no third party tool is required for this now)
- Recommended to have a DMARC record.
There are mail servers, security gateways, mail gateways that perform several or all of such validations. If your public IP address won't have a PTR, they can simply ignore or block the connection attempt to receive email, which seems to be the case for your testing domain which is hosted in M365 (which, by default, indeed perform all of the above validations except for DKIM - which may be added by a M365 admin).
I'd put my first and main efforts in those networking and DNS stuff rather than on Domino, unless you confirm that you already have all that addressed on your end.

SMTP Protocol Returned a Transient Error:
The error, "SMTP Protocol Returned a Transient Error," indicates the failure to successfully transfer a message from a source SMTP server to a destination SMTP server is considered of temporary duration, such as: DNS, firewall or destination site limitations. Resend attempts will be made for up to a default time interval of 24 hours.
For example:
"<MM/DD/YYYY> 05:37:42 PM Router: No messages transferred to ACME.COM

Transient errors are often associated with a 4XX error code, such as:

It is something the recipient domain is not accepting the email from your domain it shows in the traces.. Where Domino has received a response saying "501 5.5.4 Invalid domain name"

Can you check if your Domino server FQDN in the server document has valid entry for your domain example as below.
I see in the logs as "28v107w22/soteria-grid.boogledomino.com" which I believe is incorrect. You can change this to soteria-grid.boogledomino.com
After making the changes you can restart the Domino server and then try sending an email.

Domino server FQDN name can be changed to this as well "28v107w22.boogledomino.com"
As I can understand the Domino server name may be this 28v107w22/soteria-grid
