Subject: Export Date to Excel and Regional Settings/LCID
LCID is a 32 bit integer (lcoale ID) that Windows (not just Excel) uses to carry locale information.
The Domino equivalent is in the @locale function, which uses the correct RFC1766 locale identifiers rather than the Microsoft defined ones.
Here is a table from the Microsoft SDK documentation that shows the equivalence between the LCID value of the actual locale name used by RFC1766.
You should be able to use it as a lookup to get one from the other:
