Expand Public Groups: How to automatically do this?

We were running 9.0.1 but an older fix pack. Maybe our ODS was a bit dated. We also had a custom mail file template.

We put on 9.0.1FP8 and started out with their template and added our modifications back in.

Now when we send an email it does not automatically expand public groups.(and private groups). To get them to expand you have to click on More, Expand Public Groups. We’d like to do that as a default. I see nothing in preferences, settings, etc to control this. Do we have to customize again to do this? Like

Is this a SPR that you need to request by opening a PMR?

Says expansion of private groups worked with FP7 but stopped working with FP8.
