I need to embedd a view from another Domino database (public access) in to a Domino page in my database and filter the results. In the end, I want users to open my database from the web and the page with the embedded view will display (I know how to set that to happen) showing the view from the external domino database with only docmuments that have a status equal to "Reissued’. I have the field name and the view name of the external database.

You need to make a purpose-built view in the “other” database to do the filtering for you. If you want the filter condition to be dynamic you are out of luck. The closest you could get would be to copy the documents that meet your filter condition to a personal folder in your database. When the user changes the condition, you would have to empty the folder and start again. Not a very elegant but it would work.
